XCTC – Property Book Manager

Parsons is in search of a Property Book Manager with the proven ability to perform in a Property Book Management capacity, excellent written and oral communication skills, and a thorough knowledge of Government Property Management policies, practices and regulations are also required. The eXportable Combat Training Capability (XCTC) -Property Book Manager will manage the Property Book for all government and contractor acquired property assigned to the XCTC Contract.
Duties and Responsibilities include:
Develop and maintain operating policies and procedures, compliant with government policy, regulations and other governing documents, to receive, document, manage, inventory and dispose of property.
Manage assigned property, consisting of accountable and non-accountable Government Furnished Property (GFP), and contractor-owned property assigned to the contract.
Manage and maintain property records.
Prepares and submits required reports. Responsible for submitting contractually required (Data Requirements Descriptions – DRDs/CDRLs) as well as reports required by contract.
Support the Quality Control Program and Safety, Health and Environmental Management Program as they apply to property services activities.
Education and Experience:
Bachelor’s degree from an accredited institution preferred.
Knowledge of functional area is typically obtained from on-the-job training, work experience, and/or military training.
This level typically requires 5+ years of property book management experience and experience as Property Book Manager for the US Army or US ARNG is preferred.
Required: Experience managing government property under the Federal Acquisition Regulation (FAR) Part 52; and an understanding of the processes and requirements of a government property financial reporting mechanism.
Required: Understand government requirements for managing government and contractor owned property, and the various types of government property (e.g. accountable, non-accountable, GFP, etc.). and types of inventories that may be performed (e.g. wall-to-wall, cyclic, etc.).
Required: Familiar with standardized property tagging and a basic understanding of Item Unique Identification (IUID) to support implementation and execution of Program Property Management System.
Must be eligible to obtain and maintain, or currently possess Secret clearance.
