LTS is seeking a Junior Project Manager to support the Department of Veterans Affairs (VA) Health Portfolio.
The Health PMO support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio
The VA Health Portfolio is focused on development and execution of quality IT projects that address the needs of Veterans and health care providers through management of health care information and sustainment of production software to keep the mission going.

Essential Duties and Responsibilities
Must have experience with the analysis of business, functional, technical, activities, and events. Responsible for working with users and customers to document and strategize for process improvements for current business processes (business process re-engineering).
Responsible for providing market research on conditions that impact the overall operational efficiency of an organization and identifying symptoms for process improvement.
Take vague requirements and requests and deliver robust products, recommendations and/or solutions
Have strong analytical and investigation skills crafting solutions to challenging problems or issues
Be responsible for on-time completion of all tasks assigned
Must be able to organize and collect reporting among the projects on the program
Experience with VA development and release processes is highly desired
Strong facilitation and documentation skills
Understanding and supporting the Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban or other iterative development approaches
Communicate well with other leaders, teams and stakeholders
Understanding of Devops and Tools
Education Requirements: A Bachelor’s Degree in Operations Research, Mathematics, Computer Science, Cost Accounting or related scientific or technical discipline.
Years of Experience Required: 5 years
8 Years of Experience may be substituted for Degree
Familiar with the VA Veteran-Focused Integration Process (VIP) project management methodology is a plus
PM-related certifications such as CSM, PMP and ITIL are not required, but good to have
Ability to work independently with minimal guidance and supervision
Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices a plus
